I was wondering if the court could reopen a bankruptcy after it has been closed?

Courts can indeed reopen bankruptcy cases (and any other type of case). The do not do so without good reason. However, if a good reason presents itself properly, the bankruptcy court will entertain a motion to reopen a case.
