How do I register a Foundation and what do I need to do to make everything legal?

You would need to form the appropriate business entity and make the required filings with the IRS and state level government. It is not a simple procedure, so you may wish to obtain legal counsel to advise you how to stay in compliance with the law and obtain/keep your tax exempt status.
