How to proceed with Internet business

I'm setting up an internet business where I provide people with info how to set up an event/seminar business in their city. I will give people exclusivity in each of their cities. I will not charge re-curring franchise or percentage of business fees, therefore I do not think this is a franchise, I guess a licensing arrangement or straight info based arrangement? What sort of permits etc. will I need to conduct this business? Do I need to charge taxes on line? And can I use a stage name or dba name personally when I refer to the President of the company, to protect my personal being.
