Is a client bound by a settlement offer they did not agree to? Can the lawyer force you to take a deal

It all depends. You need to provide more information.

Did your attorney accept the offer?

Is it a civil or criminal matter?

If it is a civil matter, did the attorney accept the offer in open court or in writing?

Normally, under the ethics rules, an attorney cannot force a client to accept an OPEN settlement OFFER.

Again, provide more information about the circumstances behind the following:

(1) the type of case (civil or criminal)

(2) if the offer is open or has it been accepted by the attorney

(3) if the offer has been accepted by the attorney, how did he accept it? (verbally, in a written agreement, or in court)

(4) how is he trying to force you to take the offer if you can always fire him?
