driveway laws

I live in the bronx,ny where i own a 4 family home.I parked my car in the drive way and my neighbor scratched it.He said that if he has to pay for my car,then he will close the driveway and i will have to park on the street.I want to know if he can do that,because it is not fair,because he has a junk car in the driveway which he will move before he closes the driveway because he doesn't care and he has his garbage bins in the driveway and does the garbage once a week,so i would like to know if it is legal to close a driveway?

Your question omits whether the neighbor is your tenant or owns his own home. He can do whatever he wants on his own property so long as it doesn't interfere with a lease or property easement, like a public driveway.

If you own your own or lease your own driveway where you park, unless you have leased it to him he should not be able to legally close it.
