if one person moves out is that person still responsable for hafe the rent if name is still on lease

Both parties are responsible for the entire lease, unless specifically stated on the lease itself.

In this case, I would suggest that you pay the lease if you expect to stay there and hold the other person responsible for the money that you pay on their behalf.
