Legal Question in Civil Rights Law in New York

Ok here it is, I recently got married in July 2009 and the photographer that I was going to use I was going to use, I had to cancel with because I couldn't not afford his price of $1500, I called him about 3 months before my wedding to talk to him and tell him. I had shredded the contract because I had it set in my mind there was no way at this point I could afford him. Well he had told me that he really wanted to do our wedding. Then he offered to do our wedding for the deposit that we paid in Feb 2006, which was $250, he said and I quote "I would like to do your ceremony because I would like to have this is my portfolio and I want you guys to get something out of the money that you put out already" I told him I would think about it and get back to him in a few days, we had friend who we were going to have take pictures and if he didn't mind having someone else there then we would. So after we met with our friend I called him and said that we would like him to come and do the ceremony, I then verified with him on the phone that he would put the pictures on a disc for us, he said yes. The next time I saw him was on our wedding day, he had his assistant there, which was his son, he came and took some nice shots. He then said good-bye and he left. My husband and I returned from our road trip in August and we were hoping to see the disc in our mailbox. But nothing, I then thought that it was wedding season so he is busy, so I was being understand and waited until September to contact him. I then called and emailed him, he responded by email that he would be sending them out, this was the first week in September and I was being trusting and deleted the email, I waited and still nothing. I then again tried to contact him several times and nothing. I then was upset and went on the Better Business Bureau and reported him to see if they could contact him, after about a month they still could not contact him. At this point I am in tears because he has my pictures on his site but refuses to give them to me. I have done multiple options of contacting him for my pictures. I have even emailed contacts on his site to see if they can do something. Then he emails me yesterday saying that he filed a formal complaint with the police against me! The asshole has my pictures and wont give them to me and is using them for his benefit. I am just a bride who wants her pictures. This incident really upsets me, it was my day, and I want my memories. Is there anything I or someone can help me do?

I'm going to assume you're only give your side of the story, because it sounds so bizarre. There must be some reason he didn't send the pictures. Give me the address of his website and tell me where your pictures are; I'll take a look and see if I can write a letter for you.
