School district laws

Hello, A NY state school district wants to take legal action against a parent for handing out a typed information sheet on a monitor position being cut for the 2004-2005 school year. The information sheet was handed out at a music concert and included the position being cut and the job discription of the job. The school district is trying to find out who gave out the information and states that it is illegal to hand out such information at a school function. They have threated legal action and embarrasement to the individual responsible.

My question, is it illegal to hand out such information with facts at a school function and what if anything can I do. Thank you in advance for any advice you can give me.

I doubt very strongly that the parent's actions were illegal. Maybe embarrassing for the school, but not illegal.
