keyloggers
do i have the legal right to monitor my 13 year old stepdaughter with a keylogger? on the pc that i own and pay the internet bill for? would i have to put up a warning that she is being monitored?

You have the right (some would argue the responsibility) to monitor your minor child's Internet usage whether on your home PC, her personal PC or even on a third-party's PC -- though the level of invasion you can exercise is greatest on your machine and is essentially limited to telling her "not to" when it comes to PCs at her friends' homes, school, the library, etc.
As to posting some type of "terms of service" -- you don't have to do that, though you may want to just so she knows the limits you've set for her.
