Can an online company (CA) give a
purchase & shipping quote via phone &
then after item is paid for, send an
invoice stating something different?
Not once bt twice without prior notice
to the customer(NY)?

That is not proper and you should cancel payment with your credit card. Don't waste your time trying to force them to honor the lower price, but let me know if you want me to advise on how to report or cause service trouble for them because of their improper activitites.
