Can a store refuse to sell T-shirts when it's clearly in stock based on customer's race and looks?

This sounds like a violation of an anti discrimination statute but I don't believe there are any applicable to purchasing t-shirts as such. There has to be a refusal to allow the person in a public place, to fall within the statutory protection.
