Call Blocking on phone line

My mother in law recieved a call from a placed call Ampec Communication claiming she owes them $3700 dollars. They won't tell her for what, the man would call would not clearly state his name and they are threatening to have my brother- in- law arrested for fraud. She has all call blocking and no long distant on her phone so how could his have happened? What can she do since they aren't willing to provide her with the things she needs to know regarding this bill?

yOUR MOTHER-IN-LAW can do one of atleast 3 things: 1) Ignore all future telephonic requests for payment of this unknown debt and simply hang up the phone; 2) Tell the individual calling to give her the name and address of where she should send her check and if she gets the information to notify the police department about the incident (which they should take very seriously); or 3) tell the person calling that they are in violation of Federal law (The Fair Debt Collection Practices Act) and that they must put their request for payment in writing. Then you can independently verify the debt, if any. Good luck.
