Legal Question in Credit and Debt Law in New York

I was contacted recently by a collection agency telling me that I owed money for some medical bills. I had, however, not received any bill. When I contacted the facility they told me that they had record of or in their notes it showed that a bill was sent to me. So, my question is is it legal to send something to collections when no phone calls have been made and only one attempt to notify the person of the money owed is made?

Demand written proof from the collection agency (they must provide it withing 30 days of your response to a collection letter).
