Can A NYC parochial school deny a former student a copy of their High School diploma due to an balance of unpaid tuition, the parent was responsible for ?

Yes.

I'm going to assume this is something that has not happened...yet.

You are lucky if they let you sit for final exams...they have no obligation to let you do that. They can also withhold the final transcript that shows you are a HS grad. Which can complicate things with college.
