owed money

a friend owed me $4,000. he signed an agreement that he owes me this amount and promised me to pay me. but it has been a year now and i got tired of chasing him to pay me. i want to file charges against him . where will i start.

Depending on when the money was loaned, you can start a small claims action or may have enough interest accrued to initiate a standard civil suit.
