Re: age

Absolutely! Age does not insulate a person from criminal charges. However, age is relevent for determining which court a child would be charged in and is a very important factor in applying a punishment.

In this case, if the problem is a 17 year old picking on an 11-13 year old, then the matter will very, very likely be tried in a 'juvenile court' and the record will not follow the defendant after he reaches 18. (You will not be ruining the 17 year old's life by bringing the problem to the attention of the Juvenile Authorities or local police.)

An appointment with the local police precinct commander can be very helpful in providing cooperation from the police.

Re: age

Absolutely no one has to suffer an assault from another no matter what the ages are. If the school officials are not responding properly ,perhaps you should talk with the school security officer or your local precinct's community affairs officer.
