Legal Question in Criminal Law in New York

I pled quilty to mail fraud. It was an SBA that had been approved for $400,000. The customer needed an additional $150,000. I put in a false invoice for the $150,000. The deal was approved. The company recieved its money . 4 months later they go bankrupt. CIT, the original bank comes after me in a civil matter to repay the $150,000. I repay the $150,000 plus fees to CIT. Now the gov't comes after me for the full amount of the transaction. Why , if the customer had signed all the docs , put up their houses and had their personal guantantees, am I liable for that part of the loan . To date they have paid only 60 K
