Statute of Limitations on Retail Theft
If a person caught stealing only signed documents for store file and no criminal charges were filed at that time, can the store decide to file charges later? How long do they have to decide?

Yes. They have one year to decide whether they shall file charges. However, just because the victim requests that charges be brought against a defendant does not mean they will be brought. The Police and DA both have an opportunity to decide against that. The longer they take, 3 months, 6 months, etc, the less likely the DA will choose to pursue the matter.
