Legal Question in DUI Law in New York

I am 19 years old. i was parked in a parking spot, with my keys in the ignition, with open alcohol in my vehicle. a cop came up to me. made me walk a straight line, follow pen, balance on one leg and i passed that test. he told me he knew i was not intoxicated but he gave me a breathelyzer test and i blew a .04 he told me that i had the choice to take a test at the presinct or he would give me a court date. I refused to take the test at the presinct so i now have a section 1194-a of Vehicle and Traffic law, Notice of chemical test refusal hearing. I have no idea what is going to happen, i did not hire a lawyer, i need to know how i should go about this and what kind of situation I am in.
