Legal Question in Education Law in New York

Can not get financial aid

My sister's boyfriend is now living with us because he does not get along with his mother. He really wants to go to college and has picked the college he wants to go too. the teachers in his school gave him money to apply to the school and has also given him the money to hold his spot at the school. the only problem now is that he can not get financial aid because his mother refuses to give him her tax information. he is 19 and she still claims him even though he does not live with her. he was told he can not recieve any form of aid without her papers. what can he do about this? is it illegal for her to keep these papers from him? PLEASE HELP US!!!!! THANKS

Perhaps if he indicates that he is emancipated his mother's paperwork will not be required.
