Is my spouse liable for any remaining balances on credit cards in my name only upon my death?

Well your spouse technically isn't liable. Your estate is liable. So before your spouse can inherit your property, all of your debts have to be paid out of your estate. And then whatever is left is divided among your heirs and beneficiaries according to your will, or the "intestacy" laws if you die without a will.
