Legal Question in Elder Law in New York

My father is in a nursing home. When my Mom passed away suddenly in 2009, I found out that she appointed her daughter from a different marriage as his designated rep. This woman is not my fathers biological child. I am his first biological son and he has one other child 9 yrs. younger than me. This woman will not allow the nursing home to give me any info. on my Dad. I have no idea why my Mom did this as we had no family difficulties. I also have no idea why this woman is doing this to me but again she is not his biological daughter. Do I have any legal recourse in getting a legal change to my fathers designated rep?

i cannot figure out how mom could appoint a personal rep for dad. that makes no sense. only the court can appoint a personal rep for dad once mom died. You are leaving out some information.
