Legal Question in Elder Law in New York

my grandmother is in charge of distribution of my mothers estate .. and we are suppose to have a month annuity given to me and my siblings.. the issue is that we were told by the estate lawyer that they will not get involved in any disputes which is fine.. but my grandmother only gives the money when she feels like she is able to because she says she does not have a car to get to the bank so I never know at any point and time when I will receive my money when its suppose to be monthky also when she wants to be spiteful she withholds it and when you ask questions she refuses to answer them and tells us we have no right to know anything .. we are all over the age of 21 years old what are our rights? the lawyers refuse to get involed and I don't understand how this is legal that she can do this? what are my options?
