can I transfer my property to my children in New York state

That's a very broad question and so difficult to understand what you're asking. The general rule is that an owner of property can gift that property to anyone else, so it's an odd question because there must be some facts which cause you to think the answer is otherwise. Are your children incarcerated? Are they receiving disability payments? Are they non-US citizens? Are they in debt? Are they in failing marriages? Where is the property located? Is the property encumbered by a mortgage? Are there community restrictions as to who can own property in the community? Is the property outside of the US? So you see there are a hundred and more possible reasons why the general answer of "yes" may not be correct. To get a better answer you may want to spend more time expanding on the facts of the situation and let us know what you're intending to accomplish.
