child support arrears

I am the custodial parent of 4 children, 17,15,9,5 as of today 8/18/08 I am owed $46,000 in child support arrears I have a court order in NY since 2002, back in 2004 my ex husband left the state after being fired from his job. He has been skipping states since this time working under the table. After several attempts (years back and forth to court) to get help through NYDCSE I felt like I was getting the run around. In May of 2008 I got a call from child support stating they were referring the case to a federal program called save our children and that they were basically out of the picture now. When I asked them if I was able to contact them or will they contact, I was told it was only a referral and not a guarantee and there was no contact number. I am really at my wits end I have even asked for help from my local senators. Does anyone have any suggestions.
