flying child out of country

What is the law to fly a 7 year old boy out of the country when both parents are divorced. Mom is on voluntary deployment, dad is not in the army. Mom has sole custody, dad has weekend visitations.

The answer would depend on many things, such as, how long will the child be staying overseas (if the child returns in time for his visit with the other parent it may not be an issue).

Another factor may be whether the other parent claims that the trip would interfere with his visit with the child.
