Legal Question in Family Law in New York

Does my ex husband, who is the non-custodial parent, have a right to my 13 year old daughter's birth certificate without telling me why he needs it? New York State, joint custody for decision making but I have physical custody. He refuses to tell me why he needs it.

I expect that your ex-husband can obtain a copy of your 13 year olds' birth certificate without your permission. However, given that you indicate yourself to be the custodial parent pursuant to an earlier court order, I do not know what he could do with the document that would cause problems for you or the child. What do you think he plans on doing with it? If he can secure one from the local health department, he will not have to tell you why he wants it.
