Legal Question in Family Law in New York

I live with my father and stepmother, my mother died years ago. Without going into a ton of detail, my father is a real prick. He is a practicing surgeon with a not inconsiderable income, and yet he regularly threatens to not pay for my college education. I am currently a high school senior, and I will be attending Bucknell University starting in the fall. As of now, he has already stated that he will not be funding my education and is forcing me to take out a minimum of $20,000 in loans per year. My general living situation with him is awful, and I am just wondering if he is required by New York state law to provide for my college education.
