Legal Question in Family Law in New York

I live in Upstate, NY. My ex was ordered by courts to pay child support in 2009. Since that time he has gotten married, and also taken on a second job. He has not and seems to refuse to report that to child support. Over the last six months he has become increasingly overwhelming with harassment about me making it so he doesn't have to pay, to where I now need him to get our daughter a passport, so that my family and I can go on a vacation, which he refuses. He using my daughter like a weapon against me. Telling me that he to get rid of the child support, or will file charges if I leave the state with our daughter? I don't know what to do.

This is very simple. Hire local counsel to (1) file a contempt action against him for his refusal to pay child support and (2) issue an order to require him to sign the appropriate paperwork to allow you to obtain a passport for your daughter. Don't try to fight him on your own.
