In NY State if a spouse receives an inheritance from a relative in her name only, with the stipulation that upon her death the full amount will go to her children, does the husband have the right to half if a divorce occurs prior to her death?

Depending on what is done with the money prior to the divorce, possibly - or possibly not.

While inheritances are generally not marital property, if they are not kept separate they can become marital property. You should consult with an attorney in your area to discuss the specifics of your situation.
