Another party involved in parent moving out of state

With regard to the posting about the custodial parent moving out of state and leaving the children with the grandparents in the interim, my husband, who is the father of two children with this woman - one child resides with the mother, the other child resides with the father and myself. The order that my husband has states that she cannot remove the child in her custody from the county without permission from the court. The problem in addition to this that we are facing is that my husband just lost his medical benefits and we are switching to benefits under my name. We have been told by the doctor's office that the daughter is no longer a patient there so we now have no PCP information or contact information to be able to cover this child. My husband is also planning to file a petition with family court regarding the violations of the court orders in place. As we cannot cover this child through my health insurance without valid information being supplied to the insurance company, can my husband get in trouble with CSEU if he is in the middle of trying to go to court to obtain the neccessary information so that he can uphold his support obligations?

He just needs to explain the situation. In the meantime, he still needs to provide coverage if that means paying for her visits to the doctor.
