Legal Question in Family Law in New York

Polygamy Law question - If a man is married in the state of New York and, while still married, marries a woman in the Philippines, is he subject to the Law in the U.S.? Can he be charged with polygamy if his second marriage is outside of the U.S.A.? What are the charges if so?
