my sister was told by a judge that she cant leave county with her children can he make her stay there?

If a judge already ruled on that then she must comply with the order. However, there may be circumstances that may permit a change in the ruling. There is not enough info to make that determination.

A family court judge has extremely broad discression when it comes to travel and relocation of children.
