Legal Question in Family Law in New York

my sister has p.o.a over my 16 year old brother and she is really incapable of taking care of him and therefore i would like to have p.o.a change to me how do i go about doing that

You cannot have a POA over an individual. Therefore, you would have to file a petition in Family Court for custody.
