Support Arrears

I was reading some information on support arrears and came accross an article stating that support arrears can be settled for less than the amount owed. '' settle support arrears for pennies on the dollar'' is how the article read. My question is can this be done? Does the Support Collection Units work the same as other colletion accounts.
