Legal Question in Family Law in New York

I Would like to know how to go about getting visitation with my 15yo brother. I am a 29yo, married, Computer Technician I have been granted custody of two of my children through CPS & courts so I have already been "vetted" as a stable person.
The issue is that my "crazy" aunt has custody of my brother and has decided that I did something to her that I need to apologize for, (I don't know what, she's never told me,) and that I hate her so she will not allow me contact. I live in NY and they are in TX. I would like to file for visitation, just 1-2wks in the summer break so we can have contact. She allows him to fly, alone to see family in VT so it's not the travel she's against. Just me.
Can anyone give me any advice?

You would have to file a visitation petition in Texas Fam court.
