Legal Question in Civil Litigation in New York

Brother arrested in CA , I'm in NYS

I'm located in NYS and have a 46 yr. old brother whom we believe is mentally ill in CA. He was aressted a few days ago for harassment (he won't give out the details). He called the family on the east coast for bail money. We are not sure how to help him, but realize this is an opportunity to get his mental health evaluated. Prior to this we reccomended he get help, but has refused and hence ended up in jail. Should we call the warden and ask for a mental health evaluation on him? We realize this may be are only chance to keep him off the streets and get him the help he needs. How do we go about doing that from NYS when he is in CA? There have been many ph. calls from him in the past 3-4 months in which he seems VERY unstable. He is unemployed, lived out of his car for the several months. We believe the harassment has occured over the internet. We also realize that leaving him in jail MAYBE the best thing for him (even though that sounds awful). Any advice?

Be "your brother's keeper" and get him a lawyer or offer to help a public defender. Calling the warden is inappropriate. Jail/Prison is not a good place. They are not is the business of rehabilitation or treatment. Prisons are warehouses for society's "throw aways."
