Legal Question in Civil Litigation in New York

My ex-fiancee is a citizen of the country of Colombia, South America She lives there and has never been out of her country. We broke up and she Never Returned the engagement ring. What legal action can I do to get the ring back or the $2,500 that the ring is worth? I assume that i will have to retain a lawyer in here country but I need some complete advice. Thanks.

Your girl friend is the citizen of Columbia; she resides in Columbia and you proposed to her in Columbia. The laws of Columbia apply in this matter and you should retain an attorney in that country. This country has no jurisdiction over her and the laws of the USA do not apply.
