Litigation covers are used routinely in most state courts in NY. They don't have to be blue, although I suppose that that is the most common color. As a matter of law, the litigation cover is not part of the actual document. Many attorneys make their own litigation covers on plain paper so that they can easily print the entire document including the litigation color . The color and size are not really important. In federal court, litigation covers are sometimes used, but much less frequently than in state court.

Good luck to you.
