Noisy neighbors - quality of life problem

We are renters in a private house in Brooklyn. Neighbors in adjacent private house (who are owners) have frequent loud parties going until 5-6 am. Tried to talk to them, ultimately got ignored. Writing them letters wouldn't work either. Tried repeatedly calling NYC Quality of Life complaints line - they took our reports, but police doesn't ever show up. Other neighbors either duck the issue or don't care. Chronic sleep depravation and mental fatigue as a result. Is there any way to fight it, more of less successfully? What are our rights here?

This type of problem, called a "nuisance", can only be addressed with significant evidence. The evidence would then be presented to the court in the form of an Order to Show Cause to obtain a restraining order to prevent this type of conduct from occurring again.
