notice of claim

my home sustained severe damage due to neglect of town sewage line that my home insurance will not cover because source was outside the house. I was told to submit a notice of claim and retain a lawyer if it goes to court, but non of the county or court clerks knows about it, and I am told there is a statue of limitations. What is in a notice of claim? Where can I get one? Can I write it in the form of a letter to the town?

The notice of claim is a prerequisite to filing an action to recover your damages. Failing to file it properly and on time will bar your claim.
