Legal Question in Immigration Law in New York

I-824

Hi, my HIB was approved Oct 2008. I am planning to visit Canada (which is not my country of citizenship) because i have family there. I already have an appointment at the US consulate there to have the visa stamped on my passport (appointment is scheduled for July 7) It was never required i file a I-824, however i have come accross this form and did not know if it is mantadory to do prior to me appointment. Thank you.

Generally, adjudication of I-824 takes a very long time, more than 30 days. Therefore applicants with approved H1B must make every effort to make an appointment in their home country. Some U.S consulate may require prior approval of I-824.
