Legal Question in Immigration Law in New York

Immagration/Deportation law change

Two years ago, a guy was arrested by immigration ..... found guilty in court. SEntenced to four years and then will be deported. Is there a recent New York/Federal Immagration law change that might allow him to stay in US and NOT be deported??
