filed for adjustment of status in 1995 as of this date i have no decision

Over 11 years waiting for AS is an awfully long time. If you have not contacted USCIS (previously INS) before, you should do it now. Schedule an Infopass appointment at www.uscis.gov (click "schedule an appointment in the right bottom corner") to find out what happened but chances are you would still need to re-file your I-451 assuming you are in status. Contact an immigraiton attorney for advice.
