a alien after marriage to a green card holder

Green Card Holder can petition for alien's permanent residence.

The green card holder can petition for the alien spouse. Bear in mind, however, that this is only the first step in the imimgration process, and the alien spouse's status will not change. So if he or she was out-of-status or illegal, the filing and approval of the petition won't change that status. No work permit will be issued. Even after the approval of the petition, the wait is from five to seven years before the next step can be taken and a work permit issued (faster if the spouse becomes a citizen in the meantime).
