Legal Question in Immigration Law in New York

i'm a us permenant resident , im appling for passport and some of the question are about felonies and crimes , i have a commited a felony as a minor ( under 18) and i was told that it wasnt in my record any more because i was a minor and it wasnt as big and i did my community service for it... i was wonder if istill have to put YES for that question?

Yes. If the question(s) asks if you "EVER" committed a crime/been arrested/convicted, the answer should be yes

If you had a felony conviction, you need to consult an attorney before submitting an application for citizenship through naturalization (I understand that it's not a simple "passport application", but application for citizenship).
