Legal Question in Immigration Law in New York

Hi all. I have a relative who got into an altercation back in 1984. He had an illegal firearm in his car when he was driving home at midnight and honked at a car. 4 people came out with bats and he felt threatened so he waved the gun. The people backed off but called the police and he was arrested shortly. He was charged with possession of an illegal firearm and got 5 years probation, no jail time. He was here on his green card. He tried to apply for citizenship back in 2000 but got denied because of his felony record. He recently went out of the country and got stopped on his way back into the US because of his felony record and I'm told that they next time he's stopped again, they can arrest him and take him to jail. What I want to know is, if he tried to leave the country again and re-enter at another time, can they really stop and detain him because of his record from 1984? And is there no hope in getting citizenship?
