Is it legal for someone that has resell rights on a ebook to put it up on the internet for everyone to download it for free?

As a Franchise Attorney I think the answer is probably no. It depends on the exact resale rights, but usually this means the right to sell (and pass on proceeds), not a right to allow free, illegal copies. Consult with a good business or franchise attorney in your area for specific advice.
