what is the difference between a license and a contract that grants a set of rights?

A license is a contract that sets forth a set of rights and restrictions. In that sense, the answer to your question is "spelling."

There usually is no difference but it would depend upon the nature of the rights granted. If one of the grants is an outright assignment or sale of such rights that is not a license. A license has a limit of some sort.
