Can a company charge you with a personal or vacation day if the weather (snowstorm) make it dangerous for you to drive to work?

Yes. Generally, an employer is not required to pay you for days you do not work. If you are paid, the employer can (but does not have to) charge the day not worked due to weather against your vacation or personal day allowance.
